feat: add ChangeColumnType expr (#149)

* feat: add `ModifyColumn`

* style: rename `ModifyColumn` -> `ChangeColumnType`

* style: rename `modify_columns` -> `change_column_types`

* style: remove `ChangeColumnTypes` on `server.proto`

* resolve conflicts
